Liveaboard vessels operating inside Raja Ampat's MPA are a significant and largely unmonitored source of wastewater discharge. Raja Ampat has over 200 liveaboard vessels operating in its waters. Under PERBUP Raja Ampat No. 30 Tahun 2021, vessels are required to manage wastewater appropriately — but without monitoring, compliance cannot be verified and the regulation cannot be enforced.
PEP developed the LAMPT AIS Vessel Monitoring System in partnership with the Raja Ampat Tourism Department and BLUD UPTD Pengelolaan Kawasan Konservasi. LAMPT uses AIS (Automatic Identification System) data to track vessel positions in real time and cross-reference movements against regulated discharge zones across the MPA.
LAMPT: Liveaboard AIS Monitoring & Permit Tracking
LAMPT was developed by PEP in direct partnership with the Raja Ampat Tourism Department and BLUD UPTD. The system uses AIS vessel tracking data to monitor liveaboard positions across the MPA in real time and cross-references movements against regulated discharge zones. Vessels operating inside restricted zones during anchor periods are flagged for follow-up.
Vessels demonstrating compliance receive a certificate they can display on their websites to attract eco-conscious travellers. A public-facing interactive dashboard is in development, allowing prospective guests to verify operator compliance before booking.
How LAMPT Works
LAMPT ingests AIS data to track all registered liveaboard vessel positions across the MPA in real time.
Vessel positions are automatically cross-referenced against regulated wastewater discharge zones under PERBUP No. 30/2021.
Vessels demonstrating compliant behaviour receive a certificate to display on their websites and booking platforms.
A public-facing interactive dashboard (in development) will allow travellers to verify operator compliance before booking.
